According to evidence presented in court, following an incident in which Preston suffered a fractured arm, an independent reviewer from Oldham Social Services visited the home where the child lived with his two caregivers. After the visit, the reviewer reportedly filed a highly positive assessment describing the environment as safe and loving.

Addressing the child directly, the reviewer allegedly wrote:
